Лагатып Triman: знак перапрацоўкі імпартнай прадукцыі ў Францыі

Увядзенне

Every year thousands of shippers move consumer goods from Chinese factories to French buyers, whether through a Paris-based importer, an Amazon.fr fulfilment centre or a direct-to-consumer webshop. Most of them carry a checklist covering HS codes, VAT, REACH and CE marking. Far fewer have a line for a small pictogram that France treats as a legal requirement: the Triman logo. When it is missing, the consequences rarely appear at the port. They appear weeks later, as a delisted product page, a stop-sale notice, or a pallet that has to be pulled from a warehouse so that someone can stick labels on thousands of boxes by hand.

The Triman logo is France’s national recycling mark. It tells consumers that a product, or its packaging, falls under a sorting rule and cannot simply be thrown into the general household bin. For years it was a modest requirement that touched only a handful of products. Since 1 January 2022, however, it has applied to a much wider range of goods and must be accompanied by Info-tri, a block of sorting instructions that tells the consumer which part of the product or packaging goes where. Importantly, the obligation follows the French market and not the country of manufacture, so a carton packed in Shenzhen is treated exactly like one packed in Lyon.

The rules are also moving. The EU Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40, began to apply generally on 12 August 2026, and the European Commission has taken France to the Court of Justice of the European Union over its national marking requirements. Many shippers have read those headlines and concluded that Triman is already finished. That conclusion is premature, and acting on it could be expensive.

This guide is written from the perspective of the freight forwarder and the cross-border seller. It explains what Triman and Info-tri are, which imported goods are affected, who carries the legal responsibility, where the logo has to be placed, what the 2026 regulatory changes really mean, and how to build label checks into your shipping workflow so that problems are caught in China rather than in France. It is a practical briefing and not legal advice, and the details should always be confirmed against current French legislation and the guidance of your eco-organisation.

What the Triman Logo Is and Where It Came From

From a 2015 symbol to a 2022 mandate

France introduced Triman through Decree No. 2014-1577, which made it mandatory from 1 January 2015 to display the logo on recyclable products sold to consumers and covered by extended producer responsibility, usually shortened to EPR. In practice that first version reached only certain products, and many importers never had to think about it.

The real turning point was Law No. 2020-105 of 10 February 2020 on the fight against waste and the circular economy, known as the AGEC law. Article 17 of AGEC widened the obligation and tied it to a duty to inform the consumer. Decree No. 2021-835, published on 29 June 2021, then set out how the rules would work in practice. From 1 January 2022, products and packaging within scope had to carry the Triman logo together with sorting information. A transition period allowed items manufactured before 9 September 2022 to be sold off until 9 March 2023. That grace period is long gone, so any shipment arriving today is expected to comply in full.

One further point matters for exporters. France created Triman to harmonise the message between consumers and the many local collection systems, but the symbol has never been harmonised at EU level. It is a French-only mark, which is why a product that is fully compliant in Germany or Italy can still be non-compliant in France.

Triman and Info-tri are two different things

Triman is the graphic symbol. It signals that the item is subject to sorting rules. Info-tri is the accompanying information that identifies the components concerned and tells the consumer where each one should go. A box with only the logo leaves the buyer guessing, which is why the regulation treats the two as a pair for household packaging.

Part of the label Што яна робіць Што трэба праверыць перад друкам
Triman symbol Signals that sorting rules apply to the item Official symbol, current version and correct layout
Ідэнтыфікацыя кампанентаў Names the parts concerned, such as the box, the film or the insert Matches the real bill of packaging materials
Sorting destination Tells the consumer which collection stream each part belongs in Follows the current instructions of the relevant scheme

A common misunderstanding is that Triman certifies a product as recyclable. It does not. It says that a sorting rule exists, and the Info-tri block carries the detail. A plastic bag, a paper insert and a cardboard box inside the same retail pack may each have a different destination, and the label has to reflect that.

A timeline that every importer should know

The history is easier to follow in date order, because several of the milestones overlap with the legal challenge that is still running in Brussels and Luxembourg.

Which Imported Products Must Carry the Logo

Scope is decided by product category, not by where the goods are made. If a product falls within one of France’s EPR streams and is placed on the French consumer market, the Triman rule is in play. The list of EPR product streams has grown steadily since AGEC and now covers more than twenty categories, so the safest assumption for a consumer product is that something about it, whether the goods themselves or the packaging, is in scope.

Household packaging

For most e-commerce shippers, packaging is where the obligation bites first. Household packaging, meaning packaging that ends up in a consumer’s дадому, must carry Triman and Info-tri for each packaging element. That includes the retail carton, a plastic polybag around the product, a sleeve, a blister and any insert that the buyer will throw away. Glass beverage packaging is an express exception under Article L541-9-3 of the Environmental Code, so on bottles of that kind the logo is only voluntary.

Packaging that never reaches a household, such as pallet wrap or industrial outer cartons used only in business-to-business flows, is generally outside this rule, although many brands label it anyway as good practice. The grey area is the shipping box used for direct-to-consumer parcels. If the box goes to the customer’s door, it should be assessed as household packaging rather than assumed to be covered by the label on the retail carton inside. Compliance specialists recommend reviewing the retail carton, the removable bag, the shipping box and any filler as separate components, because each one can have its own material and its own sorting destination.

Textiles, household linen and footwear

Textile products have their own track. Clothing, household linen and footwear sold in France must carry the Triman symbol developed by ReFashion, the eco-organisation responsible for textiles, together with the associated sorting information. The obligation applies whether or not the brand has joined ReFashion, and it applies to goods sold online in the same way as goods on a shop shelf. For apparel importers this often means the symbol is printed on or sewn into the care label, which makes timing critical: once garments have been sewn and packed, correcting a label is a slow and laborious job.

Other EPR product streams

Electrical and electronic equipment, batteries, furniture, toys and several other categories also sit within the AGEC framework, each with its own scheme and its own timetable for sorting signage. The details differ by stream, and an electronic device and its box can belong to different streams, so a disposal mark on the device does not settle the packaging question. Because those rules vary so much, they are covered here only in outline.

Катэгорыі Typical imported goods Асноўная праверка
Household packaging Retail cartons, polybags, inserts, parcel boxes Triman and Info-tri for each component, with French-language instructions
Textiles, linen and footwear Apparel, bedding, shoes ReFashion Triman version on the product or its label
Электратэхнічныя і электронныя тавары Chargers, small appliances, accessories Product signage reviewed separately from the packaging
Other EPR streams Furniture, toys, leisure and DIY goods Confirm the stream and signage with the relevant eco-organisation

Online sales, marketplaces and dropshipping

A frequent question from cross-border sellers is whether selling through a marketplace changes anything. It does not. The obligation attaches to the product placed on the French market, and the sales channel is irrelevant. Goods listed on a marketplace, on a Shopify store or through a dropshipping model are all treated as sold to French consumers if they are offered and delivered there. What does change is the speed of enforcement. Marketplaces are under pressure to demonstrate that sellers meet the rules, and they can remove a listing far faster than an authority can issue a fine.

Dropshipping deserves particular attention, because the parcel often leaves a Chinese supplier’s warehouse in a plain polybag or generic box that nobody has reviewed for French labelling. If the parcel is delivered to a French household, that packaging is household packaging. Sellers who rely on this model should ask suppliers for packaging that already carries the correct label or arrange for the goods to pass through a consolidation point where the label can be added.

Who Is Responsible When the Goods Come From China

French law places the duty on the producer, a term that in EPR language means the business that first places the product on the French market. That can be a French importer who buys from a factory in Dongguan, or it can be a foreign seller who sells directly to French consumers through its own website or a marketplace. The freight forwarder that moves the boxes is usually not the producer, but it is the party that physically handles the goods first and can often spot a problem before it becomes expensive.

Foreign sellers should also be aware that EPR obligations have become more formal. Compliance providers report that France expects producers to hold a unique identifier issued through the SYDEREP platform, and that producers not established in France must appoint an authorised representative for packaging obligations from 10 July 2026. Registration rules change often, so confirm the current position with your eco-organisation. What matters for labelling is that registration and artwork are separate tasks. Being registered with an eco-organisation does not make a label compliant, and a compliant label does not replace registration.

The penalties give the issue some teeth. Under Article L541-9-4-1 of the Environmental Code, missing Triman or Info-tri labelling can attract an administrative fine of up to 3,000 euros for an individual and 15,000 euros for a legal person. For a seller moving thousands of units, however, the fine is often the smaller problem.

Следства Хто гэта адчувае Тыповы вынік
Адміністрацыйны штраф Producer or importer Up to 3,000 euros for an individual and 15,000 euros for a company
Marketplace action Прадавец Listing suspended or stop-sell until labelling can be proven
Warehouse rework Seller, importer or fulfilment provider Cartons opened or relabelled before stock can be released to customers
Затрымка адгрузкі Прадавец і экспедытар Missed sales windows and extra storage fees

For forwarders, the exposure is mostly indirect but real. A client whose goods are blocked in a fulfilment centre will want to know why the issue was not raised earlier, and the forwarder also bears the practical cost of storing, re-handling and re-delivering cargo that cannot be sold. Asking a few questions at booking, such as who the French producer is, whether the packaging carries the French label and whether proof exists, is cheap protection for both sides.

Customs is not the main enforcement point. Triman is a product information rule rather than a tariff matter, so a container is rarely stopped purely because a logo is missing. Enforcement happens later, through market surveillance, marketplace audits and complaints. That timing is exactly what makes the issue dangerous for importers. The goods clear the port normally, and the cost of non-compliance appears only after the stock has been paid for, shipped and put into storage.

Placement, Size and Digital Options

The implementing rules require the symbol and the sorting information to be grouped together, visible, legible and durable. For an ordinary retail carton with enough room, both elements belong on the pack itself. The Info-tri text must be in French, and it should be placed where the consumer can see it without having to open the product.

Small packs are the main exception. Article R541-12-21 of the Environmental Code allows some of the information to be provided digitally when the packaging is very small, using thresholds that depend on the largest surface of the pack.

Largest surface of product or packaging Triman symbol Sorting information
Below 10 cm² May be digital if no other document accompanies the product May be digital
10 to 20 cm² Must stay on the pack May be provided by other means, such as the point of sale or online
Above 20 cm² On the pack On the pack

The thresholds are doubled for cylindrical or spherical products and packaging. Measure the actual pack rather than the area a designer would like to reserve for the label.

A QR code is not a universal substitute. If a digital route is used, the information must be easy to reach and tied to the correct version of the pack, and the exemption should be documented with measurements. Stickers are permitted under the same article, which makes them a practical option for goods that are already produced or already in transit. The sticker must still be correct, legible, durable under normal handling and visible on the final sale unit, including any outer wrapping.

Exact dimensions and layout variants are set by decree and have been amended more than once, so artwork should be taken from the current Citeo guide and graphic kit, or from the equivalent files of your approved scheme, rather than from an image downloaded through a search engine. It is also worth knowing that another mandatory EU or member-state marking that tells the consumer a product is subject to sorting rules can be used in France instead of Triman and Info-tri, provided it carries the same information. Check carefully whether that option genuinely applies before relying on it.

What Changed in 2026: the Packaging Regulation and the Court Case

The EU Packaging and Packaging Waste Regulation

Regulation (EU) 2025/40 entered into force on 11 February 2025 and began to apply generally on 12 August 2026. It brings EU-wide duties such as declarations of conformity, restrictions on PFAS in food-кантакт packaging and a harmonised labelling system for material composition. Some commentary suggests that it replaces national marks overnight.

It does not. Article 12 sets a later timetable for the harmonised labels: 12 August 2028, or 24 months after the relevant implementing acts enter into force, whichever is later. Until then the French requirement remains in place. Compliance providers who updated their guidance in late September 2026 are explicit that the general application date did not give businesses permission to remove French sorting labels.

The infringement case against France

The European Commission opened infringement proceedings in February 2023. It argued that France’s labelling requirements were disproportionate for the free movement of goods, and that the draft law should have been notified under Directive (EU) 2015/1535. The Commission then brought the matter before the Court of Justice in July 2025, and the case is registered as C-249/26.

A pending case is not a judgment, and it is certainly not a repeal. Until the French law changes or the Court rules, importers remain bound by the national rules.

What this means for your next print run

Because the end of Triman will probably arrive eventually, many brands ask whether they can wait. For goods shipping in the coming months, the answer is no. For packaging being designed now, the sensible approach is to leave room for the current label and to record the date and the kit version used, so that a later update becomes a simple file change instead of a redesign.

Перыяд French requirement EU position
Now until the harmonised labelling date Triman and Info-tri remain mandatory PPWR applies generally, harmonised labels not yet in force
From 12 August 2028, or 24 months after the implementing acts if later Expected to be superseded for packaging, subject to the EU timetable and the court case EU-wide material composition labelling applies

Building Triman Checks into Your Freight Workflow

For a forwarder, the cheapest moment to catch a label problem is before the goods leave the factory, and the most expensive is after they have been loaded into a French fulfilment centre. A workable process spreads the checks across four stages.

Stage one: design and artwork approval

Everything starts with the packaging specification. Before a design is sent to print, list every component the consumer will receive: the retail carton, any polybag or film, inserts, sleeves and the outer shipping box if the parcel goes straight to a household. Record the material of each part from supplier documents and note which parts can be separated. With that specification in hand, request the Triman and Info-tri artwork from the current Citeo kit or from your approved scheme, and keep the kit version with the file. Teams that skip this step often end up with a designer copying the label from a competitor’s box, which is how outdated logos and wrong sorting instructions enter the supply chain.

Stage two: production and pre-shipment inspection

Production is the second checkpoint. Ask the factory for a printed proof or a first-article sample of the finished sale unit, photographed from every side, and compare it with the approved artwork. Look for the symbol itself, the French wording, the legibility at the printed size and the position relative to folds, seals and barcodes. A pre-shipment inspection is the natural moment to do this, and it costs little when added to a quality control visit that is already planned. If stickers are the chosen route, confirm that the factory applies them to every unit rather than only to a sample, and that the adhesive holds on the specific board or film.

Stage three: consolidation and ocean freight

Once cartons reach the consolidation warehouse, the forwarder’s role grows. In full container load shipments the factory may load directly, so the first physical check can only happen on arrival unless a photo record is made at loading. In less than container load, goods from several suppliers are combined and the warehouse team handles each lot separately, which creates a chance to open one carton per lot and confirm that the sale unit carries the label before consolidation.

Mixed-SKU consolidations deserve extra care. When a single LCL booking contains several product lines for different French buyers, a label gap on one line is easy to miss because the lines are packed and documented separately. A short pre-loading checklist per SKU, signed off by the warehouse team, avoids that problem and gives the seller a record to show if questions arise later.

Packing lists and commercial invoices should describe the goods consistently, and it helps to add a line to the shipping instructions stating that the lot has been checked for French labelling, so the destination warehouse knows what to expect. Transit time also matters. A sea shipment from China to Europe takes several weeks, so a labelling error discovered on arrival means weeks of lost selling time on top of the rework itself. Finding the same error at origin, while the goods are still close to the factory, saves both.

Stage four: the destination warehouse

At the destination, the receiving warehouse or third-party logistics provider should verify the goods against the French requirement before inventory is released for sale. If a defect is found, relabelling in France is possible but slow and expensive, because each unit has to be handled by hand at local labour rates and the stock is unavailable while the work is in progress. A well-run receiving process therefore treats labelling as a gate in the same way it treats quantity and damage checks.

Where a marketplace fulfilment network is involved, remember that the marketplace may run its own checks and can block inbound stock or listings if the labelling evidence is not available. Keep the approved artwork, the proof, the material specification and photographs of the finished pack in one folder that can be produced on request.

Этап Ключавое дзеянне уладальнік Cost of fixing a problem
Conception Approve artwork from the current kit and record the version Brand or packaging designer вельмі нізкі
вытворчасць Check proofs and first-article samples of the sale unit Factory with an inspector Faible
Паходны склад Apply stickers or relabel before consolidation Seller with the forwarder Modéré
Склад прызначэння Relabel units after arrival Importer or fulfilment provider Haut
пасля продажу Respond to a marketplace or authority request Прадавец Найвышэйшы

When goods are already produced without the correct label, there are several ways to recover, and each has a different balance of cost and speed.

варыянт Дзе гэта адбываецца Avantage Limit
Sticker at the origin warehouse China, before loading Lower labour cost and fixed before freight Needs lead time and must suit the sale unit
Relabel at a French provider France, after arrival Quick reaction when the problem is found late Higher labour cost and delayed availability
Reprint the packaging завод Cleanest long-term fix Slowest route, with printing minimums
Digital route for small packs не ўжываецца No change to the pack Only available to qualifying small formats

A worked example: a small electronic accessory

Consider a seller shipping a phone accessory from Shenzhen to a French household. The product sits in a folding carton, with a removable plastic bag inside and a corrugated shipping box around the outside. A reviewer working from the physical components would list four items. The retail carton needs the applicable packaging information at the final printed size. The plastic bag has to be accounted for in the sorting instructions rather than quietly left out. The shipping box needs its own assessment, because it is not covered merely because the carton inside is labelled. The accessory itself belongs to its own product stream, so any device marking is reviewed separately from the packaging.

The result is not a single universal bin instruction. The correct wording and pictograms depend on the current scheme guidance and on the packaging actually supplied. That is exactly why a documented specification, a proof from the factory and a photograph of the finished pack are worth more than a label file that nobody has checked against the goods.

From a logistics standpoint, the same example shows where the work happens. The design check belongs with the brand, the proof belongs with the factory and inspector, and the unit-level verification belongs at the consolidation warehouse before the cargo is booked onto a vessel. A seller who has these three records in one folder can usually answer a marketplace query within hours rather than days.

Тыповыя памылкі імпарцёраў

The first and most frequent mistake is using the wrong artwork. A logo copied from an image search is not a packaging specification. It does not tell the designer which component names, pictograms or sorting destinations to use, and it may be an out-of-date version of the symbol.

The second is labelling only the retail carton. The polybag inside, the sleeve around it and the shipping box that arrives at the customer’s door all count as packaging, and each should be considered. A related mistake is assuming that a disposal mark on an electronic device settles the packaging question, when the two are assessed separately.

Third, some sellers believe that EPR registration or compliance in another country covers France. It does not. France has its own symbol, its own French-language instructions and its own penalties, and registration with an eco-organisation is a separate task from artwork approval.

Finally, there are execution errors that appear only when the finished goods are inspected. A sticker placed over a barcode, hidden under a seal or folded into a crease cannot be read by the consumer. A label that peels in humid container conditions fails in the same way. Inspect the final sale unit, including any outer wrapping, rather than relying on a file sitting in the supplier’s inbox.

A fifth mistake is waiting for the regulation to change. Some sellers have decided to postpone label work until the harmonised EU system is ready, on the theory that the French symbol will disappear. The harmonised timetable runs to 2028 at the earliest, and goods shipped before then are judged by the rules in force on the day they are placed on the market. The cost of adding a compliant label now is small compared with the cost of explaining why it was left off.

Budgeting for compliance is also easier than many sellers expect. The direct cost is usually the artwork review, the sticker or printing change and a little inspection time, and these are far cheaper at origin than rework in France. Sellers who add a labelling line to the landed-cost model for each new SKU find that the expense becomes routine, and the surprise of a blocked pallet disappears.

How Topway Shipping Supports France-Bound Shipments

Since 2010, Topway Shipping, headquartered in Shenzhen, China, has been a professional provider of cross-border e-commerce logistics solutions. The founding team has more than 15 years of experience in international logistics and customs clearance, with a strong focus on China–U.S. transportation. That background in documentation-heavy, compliance-sensitive trade lanes is useful for any shipper who needs to keep labels, paperwork and cargo aligned from origin to the final delivery.

The services span the entire logistics chain: first-leg transportation, overseas складзіраванне, customs clearance and last-mile delivery. Topway Shipping also offers flexible full container load and less than container load ocean freight from China to major ports worldwide. For a seller shipping consumer goods to Europe, that combination matters because the best moments to deal with a labelling gap, such as the consolidation warehouse in China or the receiving warehouse overseas, are the same places where a forwarder already handles the cargo.

In practice, we suggest that shippers send Topway Shipping the packing list, photographs of the sale unit and the approved label proof before booking, so that checkpoints can be planned around the cargo. Teams can also ask about routing to French and wider European ports and about warehouse handling for sticker work. Topway Shipping is a logistics provider, not a law firm or an eco-organisation, so artwork approval and EPR registration remain with you and your compliance adviser. What a forwarder can do is make sure the checks happen at a time when fixing a problem is still cheap.

Conclusion

The Triman logo is no longer a niche French detail. Since 2022 it has been part of the price of selling consumer goods in France, and the 2026 regulatory headlines have not changed that. The Packaging Regulation applies generally, but its harmonised labels arrive later, and the court case against France is still only a case. Importers who stop labelling now are betting on an outcome that has not happened.

The most reliable way to manage the requirement is to treat it as a logistics step and not as an afterthought. Define the packaging components, use current official artwork, inspect the finished sale unit at the factory, confirm the label at consolidation and verify it again on arrival. Each of those checkpoints costs very little at origin and a great deal in France. If you ship from China to Europe and want those checkpoints built into the route, Topway Shipping can discuss how first-leg, warehousing and customs clearance services fit your cargo.

Пытанні і адказы

Q: Is the Triman logo mandatory for products imported into France?

A: Yes, for products and packaging within the scope of France’s EPR rules. Since 1 January 2022 the logo must be accompanied by Info-tri sorting information, and the rule follows the French market rather than the country of manufacture.

Q: Does Triman apply to goods sold online to French consumers?

A: Yes. Goods sold online are treated like goods sold in shops, so the labelling duty applies to e-commerce and marketplace sales as well, including textiles.

Q: Can I use a sticker instead of printing on the packaging?

A: Yes, Article R541-12-21 allows stickers, provided the content is correct and the sticker is legible, durable and visible on the final sale unit.

Q: Has the EU Packaging Regulation replaced Triman?

A: Not yet. Regulation (EU) 2025/40 applies generally from 12 August 2026, but its harmonised labelling follows a later timetable, and Triman and Info-tri remain required in the meantime.

Q: What is the penalty for missing Triman labelling?

A: Under Article L541-9-4-1 of the Environmental Code, the administrative fine can reach 3,000 euros for an individual and 15,000 euros for a legal person, and marketplaces may also suspend listings.
